3/20/2017 - Notice to Bidders: Main & State Street Redevelopment & Signal Improvements


Sealed bids will be received by the City of Hackensack, 65 Central Avenue, Hackensack, New Jersey 07601 in the County of Bergen and State of New Jersey on April 19, 2017 at 10:00 a.m. prevailing time, and then publicly opened and read aloud for:


The work to be performed under this contract includes the following: The City of Hackensack is undertaking the redevelopment of a street network in their downtown area and changing Main Street and State Street from two, one-way streets back to two way operations between Passaic Street and Essex Street. This contract requires the replacement of 11 traffic signal installations and associated intersection improvements while maintaining traffic to the downtown businesses and offices. In addition, 6 traffic signal installations will be completely eliminated from the various intersections along State Street and Main Street when they become two way streets. Eventually these 11 new signals will become fully actuated as part of a future, large, interactive traffic signal system that requires the additional traffic camera and pushbutton cables to be installed as part of this contract for the future use.

It is imperative that the successful contractor understands they will be coordinating their work with the resident engineer and city police department to maintain access at all possible times. Construction will be limited to not more than 3 adjacent intersections at any one time, and be subject to the approval of the Resident Engineer. Construction is to commence at the intersection of State Street and Passaic Street and progress southerly to the State Street and Essex Street intersection. Once the construction is completed on State Street, except for the final milling and paving, State Street will become a two way road to relieve the pressure of the work to be done on Main Street.

The contract will then skip the intersection of Essex Street, Hudson Street, and Main Street, and progress northerly along Main Street, starting at Main Street and Court Street / Sussex Street, and continuing up to Ward Street. Once all of the work is completed on Main Street, then the intersection reconstruction of Essex Street and Hudson Street / Main Street can begin.

All 11 intersections will be paved as part of the base bid, and if the City of Hackensack chooses the bid alternate, full milling and paving of both roads will be completed, once all traffic signals are installed and operational.

Base Bid – Traffic Signal improvements along Main Street and State Street including the milling and resurfacing of all intersections between Essex Street and Ward Street. Also included is the construction of curb, sidewalks, ADA-compliant curb ramps, and other incidentals.

Alternate Bid 'A' – Milling and resurfacing of Main Street between the intersections, as shown on the Contract Plans.

Alternate Bid 'B' – Milling and resurfacing of State Street between the intersections, as shown on the Contract Plans.

The work contemplated under this Contract shall be completed within 450 calendar days of Notice to Proceed.

Copies of plans, specification, and contract documents will be on file for public inspection and may be obtained upon payment of $50.00, said sum not refundable, at City of Hackensack, 65 Central Avenue, Hackensack, New Jersey 07601, between the hours of 9:00 a.m. and 4:00 p.m. prevailing time, Monday through Friday, excluding legal holidays. Contract Documents are available only via pick up at the City of Hackensack. Contract Documents will not be mailed.

Each bid must be made upon the prescribed forms, furnished with the Contract Drawings and Specifications, including the non-collusion affidavit and ownership statement compliance form and must be accompanied by a Consent of Surety and a certified check, cashier's check, or Bid Bond of not less than ten (10%) percent of the amount bid and, not to exceed $20,000.00. Such checks and Bonds shall be made payable to the Owner and will be held as a Guarantee that in the event the Bid is accepted and a Contract awarded to the bidder, the Contract shall be duly executed and its performance properly secured. The successful bidder shall furnish and deliver to the Owner a performance and payment bond in the amount of 100 percent of the accepted bid amount as security for the faithful performance and payment of the Contract. Further, the successful bidder must furnish the policies or Certificates of Insurance required by the Contract. In default thereof, said checks and the amount represented thereby will be forfeited to the aforesaid Owner as liquidated damages. Bids must be accompanied, in the case of corporations not chartered in New Jersey, by proper certificate that such corporation is authorized to do business in the State of New Jersey.

Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 regarding equal employment opportunity, as amended. All corporations and partnerships must comply with Chapter 33, of the P.L. of 1977, regarding disclosure of partners and stockholders. Each bid must be enclosed in a sealed envelope bearing the name and address of the bidder, addressed to the Owner and labeled for the REDEVELOPMENT OF MAIN STREET AND STATE STREET TRAFFIC SIGNAL IMPROVEMENTS. Bidders are required to provide original and two (2) copies of requisite proposal forms.

The successful bidder will be required to comply with all provisions of prevailing wage rates as determined by the New Jersey Department of Labor.

All bids shall be irrevocable, not subject to withdrawal and shall stand available for a period of sixty (60) days.

The Owner reserves the right to reject any and all bids, to waive informalities or irregularities in the bids received and to accept the bid from the lowest responsible bidder.
